GENERAL PURPOSE

The Strategic Development Director will perform a variety of administrative, supervisory and marketing duties as needed to plan, organize, integrate, and direct the implementation of the County’s strategic plan.  

This position oversees project management, generates revenue, procures and implements complex grants and large scale capital projects, and coordinates County-wide collaboration to execute the Commission’s priorities, objectives, and strategic vision. 

SUPERVISION RECEIVED

 Works under the general guidance and direction of the Beaver County Commission.

SUPERVISION EXERCISED

Could possibly supervise full time, part time, seasonal employees or volunteers.

ESSENTIAL FUNCTIONS

  • Facilitates strategic direction and utilization of County resources.
  • Oversees economic development and other revenue generating activities.
  • Oversees special projects including but not limited to complex grant writing and implementation, long-range planning, and project management. 
  • Investigates alternative funding sources and potential new methods for increasing the cost effectiveness of County operations.
  • Deploys strategy in the short term and maintains a focus on the mid and long-term goals and vision. 
  • Oversees the long-term strategic plan development based on an analysis of systemic information and consideration of resources, market drivers, organization values and emerging economic, technological and regulatory conditions. 
  • Establishes and maintains working relationships with existing businesses and recruit potential businesses, developers, entrepreneurs, contractors and tourists; respond to questions, communicate the county’s vision. 
  • Provides information and interact with associated governments including State and private organizations to pool resources that will strengthen the local economy.
  • Coordinate with the State Office of Economic Development, Outdoor Recreation and Tourism.
  • Develops plans to maximize all county venues.  Coordinate and oversee planning and implementation of local events. Coordinate events with other department, staff and event organizers.
  • Performs other related duties as required.

EDUCATION AND EXPERIENCE 

Bachelor Degree in planning, communications, marketing, economics, business administration or related degree preferred and at least five (5) years of management related experience. An equivalent combination of education and experience in a related field may be considered.  

Knowledge, Skills, and Abilities:

Thorough knowledge of project management and grant application process. Knowledge of principles and practices of public administration, including budgeting, purchasing, and maintenance of public records; principles of supervision and workflow management. 

Knowledge of marketing and promotion, including advertising, design, layout, copy writing, placement, contracting, interpretation, social media and public relations.  Knowledge and skill in various computer applications including word processing, database management, design, web design, spreadsheets and other accounting software.

Knowledge and skill in facilities management, maintenance and construction.  Knowledge of environmental and natural resource management and recreation planning. 

Ability to understand and interpret, relevant state and federal regulations; ability to process information from multiple sources; recognize possible negative or positive economic impact of pending legislation; exercise sound judgements within general policy guidelines; prepare concise and comprehensive reports and studies; communicate effectively verbally and in writing; read and interpret plans and specifications; prepare media releases; preform advanced mathematical calculations; develop and maintain effective working relationships with elected officials, federal agencies, state agencies, local governments, subordinates, and the public. 

  1. Special Qualifications:

Must have a valid Utah Drivers License in accordance with Beaver County personnel policy.

Must be bondable.

  1. Physical Demands:

Typically sit at a desk or table; occasionally works outside in varying degrees of weather; occasionally walk, stand, and stoop; occasionally lift, carry, push or pull or otherwise move objects weighing up to 50 pounds; regularly drive a motor vehicle; use tools or equipment requiring a high degree of dexterity; work for sustained periods of time maintaining concentrated attention to detail.

Work is performed in an office, or other environmentally controlled room.  Work may be performed in a very noisy place.  Some work takes place away from the office in varying conditions.
