Deputy Finance Director - City of Bangor

The City of Bangor has an exciting new career opportunity for professionals in the financial field! We have an opening for a Deputy Finance Director/Auditor. This position will administer the City's Financial Services Division operations and personnel as prescribed by statute, City charter, ordinances and policies. Some of the duties of this position include: ensuring the City's payroll and payable processes are in accordance with Federal and State laws as well as in compliance with City policy and contracts; being responsible for banking contacts, and initiates wire and account transfers; provide technical assistance to internal departments with respect to accounting and bookkeeping functions, financial software systems, and for documenting financial procedures for inclusion in the City's financial procedures manual and develops and conducts related training opportunities; serve as the lead regarding all Internal Revenue Service issues, including employee/non-employee determination, 941's, W-2s, 1099's, Affordable Care Act (ACA) filings and other forms and filings as required; being responsible for the identification and notifications required by State regulations of Abandoned Property; assist Finance Director in the preparation of schedules and statements for the external audit and annual financial statements, preparation and oversight of the annual budget process, participates in the debt issuance, procurement and Finance Committee process as well as other accounting functions; ability to fulfill the duties of Finance Director/Treasurer as prescribed by statute, City charter, ordinances and policies in their absence; work cooperatively with internal Department/Division Heads in the preparation of the annual budget request for the Finance Department; and establishing budgetary adjustments based on Council Actions.

An ideal candidate will possess the following: A degree in Public Administration, Business Administration or Accounting and/or equivalent training and experience. Thorough knowledge of and ability to make practical application of standard accounting and bookkeeping principles and practices. Thorough knowledge of and the ability to provide reliable information regarding Federal and State payroll, ACA and independent contractor laws and regulations. Highly skilled or the ability able to become highly proficient in computer software and applications. Knowledge of local government, personnel policies, purchasing, budgeting and taxation procedures. Ability to supervise and direct the work of subordinate personnel. Ability to prepare and maintain accurate and concise financial records and documents. Ability to work under pressure of formal schedules and deadlines, and to deal with a variety of individuals during varied situations and circumstances. Ability to effectively communicate with department employees, other City departments, vendors, the general public and State and Federal officials during varied situations and circumstances.
