JOB ANNOUNCEMENT
FINANCIAL SERVICES MANAGER
Monthly Salary: $6,009-$7,669/month (plus benefits)

THE POSITION: Under general direction, plans, organizes and supervises the activities of personnel assigned to financial and reporting functions, including accounting, budgeting, finance and information systems; implements Authority policies and procedures; coordinates activities with other divisions, outside agencies and organizations; performs complex and highly responsible planning and supervisory duties associated with the development, maintenance and operation of financial and information systems; performs other related duties as required.

DISTINGUISHING CHARACTERISTICS: The Financial Services Manager is the management level class responsible for administration and supervision of all programs related to the financial and automated information systems of the Housing Authority. This classification is distinguished from lower level finance support personnel by the performance of division level management responsibilities.

EXAMPLES OF DUTIES:

  • Accepts management responsibility for activities, operations and services of Financial Services Division including the implementation of Authority policies and procedures; works directly with assigned staff in the interpretation of applicable policies and procedures; supervises the assignment and activities of division personnel; coordinates activities with other divisions, outside agencies and organizations; represents the agency before community groups, tenants and professional organizations; may serve as Executive Director, when delegated the responsibility in the Director’s absence.
  • Supervises and participates in the development, implementation and maintenance of division goals, objectives, policies and procedures; reviews and evaluates work methods and procedures for improving organizational performance and meeting goals; ensures that goals are achieved.
  • Coordinates the selection, orientation, training and evaluation programs for assigned personnel; provides or coordinates staff training; identifies and resolves staff deficiencies; fulfills discipline procedures; reviews the work of division members to ensure compliance with applicable federal, state and local laws, codes and regulations.
  • Develops the annual agency budget and prepares budget requests for grants and subventions from other governmental agencies; develops and administers capital financing activities; participates in the forecast of necessary funds for staffing, materials, supplies and services; administers and monitors the approved division budget; discusses and resolves budget issues with appropriate staff; implements adjustments as necessary; monitors overall agency budget for variances and reconciles problems with the Executive Director.
  • Plans, develops and supervises accounting procedures for financial record keeping, and for the processing of budget data, grants and subventions, capital expenditures, purchases, claims, fixed assets, payroll, P.E.R.S., and deferred compensation; prepares financial statements and expense reports as needed; reconciles all fund and bank accounts; monitors investments to obtain the highest prudent interest return; supervises warehouse operations and maintenance of inventories.
  • Ensures that all transactions have proper audit trails and internal controls; prepares submissions, reports and maintains records for grants and subventions; submits appropriate reports required by other governmental agencies; prepares depreciation schedules, closings and settlements for year end; works with auditors during annual audits.
  • Administers the agency automated information systems and services as network administrator; reviews and tests computer hardware and software, and remains current on new products; conducts planning and research to improve automated capabilities of the agency; confers with agency staff to evaluate information needs and recommend solutions; purchases computer hardware, software and major office equipment.
  • Supervises, reviews and participates in the preparation of reports and other written material and the maintenance of division records; inspects division equipment and ensures that deficiencies are corrected.  Establishes positive working relationships with representatives of community organizations, other governmental agencies and associations, Authority management and staff, clients and the public.

 

DESIREABLE MINIMUM QUALIFICATIONS

TRAINING AND EXPERIENCE: Any combination of education and experience that has provided the knowledge, skills and abilities necessary for a Financial Services Manager. A typical way of obtaining the required qualifications is to possess the equivalent of five years of increasingly responsible experience in public agency finance, including four years at a supervisory level, and a Bachelor’s degree in accounting, public administration or a related field. Additional qualifying experience may be substituted for the required education on a year-for-year basis.

LICENSE/CERTIFICATE: Possession of, or ability to obtain, a valid class C California driver’s license and ability to meet insurability requirements of the company providing automobile insurance to the Housing Authority.

WORKING CONDITIONS: Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing statistical reports and data using a computer keyboard. Additionally, the position requires near vision in reading correspondence, statistical data and using a computer. Acute hearing is required when providing phone and face-to-face service. The need to lift, drag and push files, reports or other materials weighing up to 25 pounds also is required.

Knowledge of: Modern principles, practices and techniques of finance administration, organization and operation including accounting, auditing, cost control, revenue forecasting and public budgeting; methods and techniques of supervision, training and motivation; principles and practices of program and budget development, administration and evaluation; applicable federal, state and local laws, rules and regulations, including generally accepted accounting procedures and reporting requirements; automated information systems, network systems, peripheral equipment, hardware and software; modern office procedures and equipment, including a computer and applicable software; principles and procedures of record keeping; occupational hazards and standard safety practices.
Ability to: Plan, organize, direct and evaluate the work of subordinate staff; supervise and participate in the establishment of division goals, objectives and methods for evaluating achievement and performance levels; analyze complex issues, evaluate alternatives and reach sound conclusions; make adjustments to standard operating procedures as necessary to improve organizational effectiveness; supervise, train and motivate assigned staff; interpret, explain and apply applicable laws, codes and regulations; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships.
Skill to: Operate an office computer and a variety of spreadsheet, accounting programs and software applications.
