Senior Accountant
SUMMARY:
This evolving position is located in the Administrative Services Division with the Oklahoma City-County Health Department (OCCHD). The Senior Accountant is primarily responsible for supervising and coordinating the accounting, payroll services, purchasing, and accounts payable services. Also, the Senior Accountant assumes leadership of the Finance Department in the absence or incapacity of Finance Officer.
The employee is responsible for directing financial accounting, budgeting, cash management, accounts receivable and billing, and other fiscal operations and functions. The position is responsible for the administration of grant budgets and grant monitoring. This includes analyzing and reporting financial accounting data, evaluating, monitoring and recommending changes to accounting processes and procedures, monitoring and recommending necessary financial controls, approving various expenditures and obligations, and similar functions. The incumbent also participates in the preparation of budgets and financial statements and reports.
The employee is responsible for directing procurement and accounts payable. This includes the development of bids, requests for proposals and contracts, payment of vendors, and oversight of the purchasing card system.
PRINCIPLE DUTIES AND RESPONSIBILITIES:
This position functions at the senior management level (Tier 3) as defined by the Council on Linkages Core Competences for Public Health Professionals with integration of all Core Competency Domains. An emphasis on the following domains is important in this role:

QUALIFICATIONS/REQUIREMENTS:
- MBA or CPA preferred
- Bachelor’s degree in Accounting
- Five years of experience as a professional accountant (governmental accounting experience preferred)
- One-year supervisory experience preferred
- Experience with grants required
- Valid Oklahoma driver license required
